International Technopark in the North Kazakhstan Region

One of the most ambitious international projects in the agricultural sector is gaining momentum in the North Kazakhstan Region. In 2025, with the support of the regional akimat, Kozybayev University, in partnership with Henan Agricultural Investment Group (PRC), launched an initiative to establish the Kazakhstan–China Agrotechnology and Export Development Technopark in the Kyzylzhar District.

Today, a delegation from the Chinese partner corporation arrived in the region. During the visit, company representatives met with the regional leadership and visited the university, where they discussed interim results of cooperation and outlined further steps. Henan Agricultural Investment Group is a state-owned full-cycle company operating under the “from field to table” principle. Its activities include grain procurement, dairy and meat processing, development of logistics chains, quality control, implementation of modern agricultural technologies, as well as export-import operations.

The technopark project is unique, as it is being implemented for the first time in Central Asia. The investment volume from the Chinese partner is estimated at 10 million US dollars. In a relatively short period, significant preparatory work has been completed: a cooperation agreement has been signed, a 62-hectare land plot has been allocated, and the first batch of seeds—32 varieties of wheat, corn, and soybeans with a total weight of 177 kilograms—has been delivered from China. At the same time, the framework for scientific research on variety testing and breeding has been refined, a plan for the future demonstration park has been developed, and the necessary registration procedures are underway.

General Director of Henan Nongtou International Investment Co., Ltd., Tian Jianwei, noted that cooperation with the university has become an important milestone in strengthening partnership relations:
“Thanks to the support of the akimat of the North Kazakhstan Region, together with Kozybayev University we have launched extensive cooperation. We have come today to present a brief report on the work completed. Agreements have been signed with universities and research institutes in Henan Province. We have sent to Kazakhstan the first batch of 12 wheat varieties, 18 corn varieties, and 2 soybean varieties. We now plan to inspect the land for the demonstration park, meet your team, and develop a plan for further cooperation.”

The future demonstration park is designed as a modern agro-scientific complex with a total construction area of about 35,000 square meters. It will include research laboratories, greenhouse facilities, agricultural processing units, warehouse and logistics infrastructure, as well as administrative buildings and dormitories.

The project is of strategic importance for the region. It is expected to attract direct foreign investment, create new jobs, and form production clusters. Particular attention will be paid to seed production, implementation of advanced agricultural technologies, processing of agricultural products, and expansion of greenhouse farming. A key outcome will be the establishment of a sustainable export channel to China, enhancing the competitiveness of agricultural products from the North Kazakhstan Region.

In addition to economic benefits, the project will strengthen the university’s scientific and educational base and create a modern demonstration platform for farmers, students, and specialists in the agro-industrial sector. In the long term, the technopark may become one of the key drivers of agricultural development in the region and an important element of international cooperation in agrotechnology, further reinforcing the position of North Kazakhstan as one of the country’s leading agricultural centers.
